No. It is intended to stop the runaway spending of the privatized health insurance industry that is devouring an increasingly large chunk of our GDP, while leaving 50 million people unable to afford coverage. If anyone bothered to read the preamble of the U.S. Constitution, you will see that one of the intended functions of the U.S. government is to "promote the general Welfare". If giving everyone access to healthcare doesn't fall under "promoting the general Welfare" , I don't know what does.
