Why is Biden touting the spending of countless America Tax dollars in a fraud ridden program?

It would have been more efficient for Obama to have just "given" that money to homeowners to weatherize their homes. Firms already in existence would have hired and trained new personnel to meet the demand. If those homeowners used the money for something else, then that would have been easily track-able, and a big fat tax penalty (equal to the grant) to follow...
